Hi. I've had that problem with the alt key in the menus since at least 6.1.
I bet it's Microsoft again...

I am an infrequent IE user. However, I decided this would be an easy
test to try and duplicate. The first time I pressed ALT-T, I got the same
result as Loy. Since then, I haven't been able to duplicate that exact
result, but I have noticed some anomalies with the behavior of the ALT key
when accessing menus.
First, pressing ALT with no letter key places the focus on the menu
bar as expected. Pressing ALT again returns the focus to the web page.
Normalcy ends here.
Second, Pressing ALT with any letter key for a menu causes
Window-Eyes
to announce, "Context menu File ALT-F, File ALT-F," followed by a double
announcement of the focused menu and its hot key. Example, "View ALT-V,
View
ALT-V."
Third: When exiting menus, the ALT key behaves more like the ESCAPE
key. If you press ALT after opening any menu, Window-Eyes announces, "File
F
pull-down, File F pull-down, menu closed, File F pull-down." If you do
some
exploring, you discover the focus is still on the menu bar and another
press
of the ALT key is required to return the focus to the web page. The
behavior
differs from the ESCAPE key in the fact that it only takes two presses of
ALT to exit a sub-menu. I tested this with the Toolbar and Go To
pull-downs
in the View Menu, and the Send pull-down in the File menu.
Note: I went to the Set File manager and reloaded the IE set file,
since mine had been modified and retried my tests with identical results.
