Actually, I just saw this issue this morning with Outlook 2003. When I came into my office first thing in the morning, I noticed that I had no speech, but everything else was running normally or so I thought. I killed WE via the task manager, and then reloaded it again. Sure enough, There was an Outlook dialog on the screen stating that Outlook had encounterd an error, and it gave me options to send or don't send an error report to MicroSoft. I sent the report and Outlook reloaded itself and Outlook and WE were then fine.
