For your shift-l and l steps I assume you meant press these keys
until you get to the appropriate links. I wasn't able to duplicate
this. After the download saved I was back on the download link for
the script that I had just downloaded.

I am at work so this is step-by-step with we61, ie70, xp pro sp3
1. go to script central
2. control-end to end of page
3. shift-l back to browse scripts and press enter
4. l to skip to main content and press enter
5. arrow down to download calculate date and press enter
6. tab to save and press enter
7. tab to ok and press enter
8. after download complete sound, tab and see where you are--I am
usually right above where you set the number of scripts displayed.
(by the way, I have this set to 200.)
(At home with the beta, xpsp3 home, ie7, the same behavior happens.

I'm not seeing this on sc so how about keystroke by keystroke steps
