Is your keyboard voice set to something other than off?

something other than their own name, as in f5 saying refresh, you will
have to use the key label dictionary to give it a specific name.

Hit Alt K arrow down to special keys, hit the enter key, and then hit

enter key, the function keys should speak when you type them.
