At risk of enraging those who are having the problem, I have never found it necessary to restart Window-Eyes when launching or closing Skype. To have all messages read correctly, it is necessary though first to press the read last message hot key, Window-Shift-ctrl-t by default. I do this each time I start Skype and everything subsequently reads beautifully. Sometimes it has quite a long think before responding to that first press.
