If Outlook is doing this, you probably have an imap or exchange server setup. This can unfortunately make Outlook respond slow while it does its magic. Depending on how large your folders are, this could make it not respond for a while as Outlook is too bloated to synchronize and respond to you at the same time.

Outlook, (Office 2007) I find that Outlook inbox has to "synchronize
folders".  I use a wireless LAN to connect to the internet but I am never
sure how necessary it is to have Windows firewall turned on.   I want to
know why I keep getting Outlook not responding messages repeatedly when I
first try to download my e-mail.  Then, "Outlook is sychrinizing folders".
Do I need to have this happen all the time?  Happens with Vista as well.
