Go to the help system and check out keyboard shortcuts.  You will find a ton of 
them there.  I believe what you are 
looking for is the letter I for Mark in and the letter O for mark out.  Check 
out the shuttle keys, too, which are very handy, 
j, k, and l.  Some of the controls in effects are strange and I know there is 
work going on with set files and scripts.  
However, you will find custom controls that can be changed by the up and down 
arrow, and the values will appear in 
edit boxes that you can get to by pressing tab.  However, the edit boxes appear 
to be read-only.  There are also a few 
controls that require you to click with the mouse key as far as I can tell, but 
I have not explored what additional 
keystrokes can be assigned.  I am far from an expert on Sound Forge 9, but I 
hope this gives you some insentive to 
explore a little, and maybe others with more experience will comment.  I would 
definitely not say it is perfect, but I would 
also not say it is not accessible either.
