Upgrading to 7.11 won't change this behavior. This is normal as the
second press of the hotkey routes to a tooltip if one is present on the screen.

Hi, Whenever I press insert-plus twice, the first time I hear
pointer routed to list, however, the second insert-plus says unable
to route pointer to tooltip. Might the tooltips be turned off or
toggled off? I use W-E 6.1 with XP home and sp3.
Clicking is not somethingI have ever been able to do. Any advice? Thanks.
