Hi not sure what operating system you are using but there is a command in windows 7 and I believe in vista that will open the last program to display a balloon. It is listed in the windows short cuts list.
http://windows.microsoft.com/en-us/windows7/Keyboard-shortcuts according to this document the command is Ctrl+Windows logo key +B Switch to the program that displayed a message in the notification area. Using window-eyes you can route the mouse to the last tool tip buy pressing the route mouse to focus hotkey twice num-pad pluss by default. Then you can click the left mouse button. If you do not have windows7 you could install the macro recorder script and define these keys in a macro to reduce this to one keystroke.
