If you are using the latest version of Skype and the latest scripts the
chat window will come up.

Hi if you are using skype 4x, alt tab will bring up the chat window,
you'll have to fine the edit box, just keep tabbing until you find it,
from there you can drought your mouse, and arrow up to read the message or
reply.
