Hit the mouse to focus hotkey (insert-numpad-plus) twice. The first time
routes it to the focused item and the second routes it to a tooltip if one
is there. If not it will say, unable to route pointer to tooltip.

How do you get to the last tool tip? Some times I get a message stating
that one of my USB ports has malfunctioned and I have to click something
to resolve the problem. I tried hitting control insert T and that tells
