as for setting it up with window-eyes nothing really needs to be done but
install it and follow the directions provided with the program.  
I generally  turn off auto speak events in the window-eyes script.  The
command to do this is alt+shift+a while in the skype window.  I also turn
off auto speak user status the command to do this is alt+shift+u while in
the skype main window. 

Skype talking provides this information.  I leave on typing alerts
alt+shift+t.  I also use the skype status dialog alt+shift+s.  
So as you can see the scripts and skype talking complement  each other.  For
a list of skype talking commands and direcctions on how to use it see the
documentation provided with the program.
