That's just the way MSAA works. Window-Eyes is reading an off-screen MSAA rendition of the web page you're on and navigating that file rather than the actual screen contents. It's like having the entire page sprawled out in front of you rather than just what can fit on the screen. Otherwise, you'd have to navigate the page just as a sighted person would by tabbing or mousing and clicking with MSAA turned off in order to have your actions reflected on screen.

How do I get the screen to move as focus moves? i.e. a sighted individual
is watching as I navigate around a web site.  I tell WE to find a specific
control or element.  WE always finds it if in fact it is there.

However, the page is still showing at the top and the item we want to
demonstrate is much further down on the page.
