This is only a partial fix and it only works for download links, but on a download link if that happens, I use the alt-left arrow to get back to the link I pressed enter on and then use the key to the right of the windows key on the right side. I forget what that key is called but it often gives you access to menus not in the menu bar. There if you find save target as and press enter on that, it will give you the usual download info, open or save and then where you want it. I hope this helps.
