Nuance PDF Reader
has the option to upload the file and let it be converted to text.
I use this, if I get a image only pdf file e.g. a fax via mail etc.
So if you have a internet connection on the computer where you want to read the 
file, this is a easy to use free method.
note, that you cannot read pdf files in this nuance reader, because it does not 
show you text in pdf files. But the conversion is fully accessible.

  This won't help Tom though in this case, Tony is right, this sounds like the 
PDF has no text, so the converter is just placing the image into Word.

  I know something like Kurzweil will do OCR on the PDF; so will Adobe acrobat 
9 professional (the paid version, not the free reader).  I don't know what else 
will, without you having to print the pdf, and the scan it and using a 
traditional OCR on the scanned images.

  I tried using this program to convert an empty PDF document to word. The 
conversion completed, but only displays a shape and no text. It says I have an 
in-line object 10.9 inches by 14.1 inches. Do I need to get a different program 
to do this or will only a scanner work? I am using Window-Eyes 7.2 with Windows 
XP Service Pack 3.
