the hd is still spinning and what happen is windows is not letting me open it, I ran a recovery scan with a program that I herd about which is not completely accessible I can see my files but I have to pay 69.99 dollars to get them back. so it is not a hard ware failure as far as I can see, windows asks me to format the hd to get it working again.

If the drive stopped spinning, for instance, it is most likely a hardware failure, and no file recovery wil prove helpful.
