Yes the arrow keys will navigate the combo box, but only the mouse will
read it. As for the welcome screen, once you have focus on it, you
should be able to tab through it, although everything seems to be
presented twice. Sometimes the check box to "show welcome screen at
startup" is visible by tabbing, and sometimes it's not, in which case,
try to find it down the bottom with the mouse again, as you'll want to
uncheck it.
Check boxes in Skype quite often say "checked" when you uncheck them,
and you have to tab away and back again to confirm that it really is
unchecked.
