I think he referred to the Classic Theme which does exist under Home Premium
and Ultimate of Windows 7.
1. Open Control Panel
2. Hit P until you get to Personization and click
3. Tab over until you get to the listbox which displays available themes and
arrow down to Windows 7 classic.
  ENTER activates.

if you're talking about the classic start menu it's not there anymore.
