Make sure you have "Show advanced Options" enabled in the Help Menu of the Control Panel.
The solutions to both of your problems are in the Screen node of the Tree-View. Your punctuation solutions are in the, surprise, Punctuation group. The reading numbers option is in the "Other" group of the Screen node.
