Two things that come to mind:

1. Make sure all windows Updates are set to "Don't do anything Unless I Say
so"
Open the WE control Panel, do an Alt plus A and see if the default Apps are
listed.  If not, go to the Apps manager and see if they have been Stopped
and marked as Un Trusted.  If so, tab to the Security and button and
indicate you trust them.

I certainly can not say with certainty these are the right solutions for
you.  They worked for me with scenarios similar to what you described.
