The Voice Rotor App mentioned below by Steve is fantastic.
It is the lazy way of changing the settings for the synthesisers you
have listed in the App. Just change the settings for the current syn,
change to the next syn in the list and the settings are saved
automatically. That is of course, if you have enabled the App settings
to save the syn settings when you change to a different syn.
Then just change back to your original syn and the new settings have
been saved. I change the volume and rate frequently depending on
background noise and the material being read.

Window-Eyes. To answer your other question, the Voice Rotor app (which
comes with Window-Eyes by default) will allow you to set up a list of
your preferred synthesizers and switch among them at will. Windows-F2
moves forward, and Shift-Windows-F2 goes back. You can configure the app
either by pressing Control-Windows-F2 or by opening the Voice Rotor
Options dialog from the Window-Eyes Apps menu.

do I get the Express to start speaking and is there a way to switch
synthesizer's on the fly once you have the synthesizer's you want to
