Pat,

Microsoft changed how downloads work in IE 9. Instead of presenting them in a dialog, they are now handled in the notification bar. To cause Window-Eyes to read the notification, press Insert-N. To move to it so you can act on a prompt to open, save, etc., press Alt-N. Note you can still use Alt-O to open, Alt-S to save, Alt-R to run, and so on. You can also press Control-J from within IE to open your downloads folder.
