If you set your client to display in UTF8 that should eliminate most of the
circumflexes.

This depends on two factors: the character encoding of the message and
your active synthesizer. Specifically, you are likely to hear the literal
symbol names spoken if the message uses either upper-ANSI or Unicode
characters and you are using a synthesizer which can't natively interpret
them, such as DECTalk.
