Been doing some thinking on this:

Here is what I do when weird stuff like this occurs.

Shut down the browser along with WE.

Sometimes, this clears things up.

Next, reboot.  Sometimes this clears things up.

And never look at trying an alternate browser.

I've even seen situations when I try a web page in IE and it continually 
refreshes and I notice that I also have Firefox open.  
I close down Firefox, and things return to normal.

It shouldn't be that way, but sometimes you almost have to be a detective 
trying this and that to figure out a solution.
