You need what is called skype out in order to call landline phones or cell 
phones.  Look for necessary info and pricing at www.skype.com

  Hi Tony,

  There are packages available where skype give you a telephone number of your 
own. Otherwise no one can call you from either a cell or home phone. The 
packages vary in price but are a great investment if you call overseas a lot.

  My girlfriend save over $3,000 a year. Skype state that the calls are free 
24/7. Not quite right. Each subscriber is only allowd 6 hours per day on skype 
using their package. Ample time for anyone really.

  One can call pc to pc on skype 24/7 hours a day, completely free.

  I have a question about using Skype. I can use it to make a phone call to 
like my mother for example but, If someone doesn’t have Skype and wanted to
