you do not have to uninstall it. just block the sounds you do not want to hear 
with a pop up or like with i e. so no sound is heard for those programs.
press shift control windows p to block the sound you do not want to hear for 
the pop up you want to block.
you can also turn off the sounds in the help menu of the progress indicator app.
there is some times when i want to hear the sounds. like when a large file is 
being downloaded.

It's probably the progress indicator app. I uninstalled it for the same 
reason. You can either uninstall it or disable it. Open the Window-Eyes 
control panel, the Apps menu, App management, and then use either 
add/remove or app manager respectively.
