The problem we duplicated generally doesn't happen everytime you
launch IE 9. It's also possible that Scott has the developer tools
turned on. This is toggled with f12 so you can launch IE without WE
running and press f12 if they are on and turn them off. This is a
bug in IE that AT brings out that Microsoft doesn't seem to have
plans on fixing.
