Yes, this is possible.  I don't think the average novice would have the
expertise to do it this way, but it could be done.  Also, keep in mind that
any new profile you make will use the All Users profile as a base, so as
long as you are okay with that, it should be no problem.

Do Vista and Win 7 prohibit a user from simply copying and pasting his/ her
\owner\wineyes\users\default folder, or whatever it's called in those newer
operating systems, to the wineyes folder for the administrator account? If
so, it would save a lot of steps, and, probably would not require shutting
down Window-Eyes. <shrug>.
