Hey Bob,

You have to click the link on the top of the page that says something
like: Screen-reader users click here to turn off Google instant. Then it will work.

And due to this along with other changes to their site, not to mention
all the ads, I changed my home page to:
http://www.google.com/accessibility/labs/search/
It's a clean and uncluttered access point that works fine.
