The repeat filter is to set the amount of consecutive characters spoken before Window-Eyes says: repeats X times. For example, Let's say you have a program that uses lines of 50 dashes as section breaks. Instead of hearing dash spoken 50 times, assuming that you have them either turned on in the general punctuation setting or defined in your character dictionary, setting the repeat filter on and to a value of 3 will result in Window-Eyes saying: dash dash dash repeats 50 times.

The line filter is to do just that; filter out lines with specific characters. For example if you don't want the original text in an email reply to be spoken, and those lines begin with "> " (greater than, space) leaving the position value at 0 and entering those characters in the field will tell Window-Eyes not to speak those lines.
