Steve's approach will bring back the normal insert toggle functionality. But many people don't like the idea of getting into overtype without knowing it. If you want to leave it normally blocked but occasionally toggle insert you can use the Window-Eyes bypass command. Meaning you could press insert-b followed by insert and it will toggle. Obviously if you are toggling all day long this could get old in which case Steve's suggestion would be the best. But for occasional toggles, the bypass is your friend.
