I use application key plus V to move messages. I then arrow to the
right folder and hit ENTER or arrow to OK. I can't even do message
rules.

I cannot figure out how to move messages in WLM. When I use the
shortcut key, Ctrl-Shift-V, the only thing I hear is something
referencing a folder container, and I cannot arrow to the list of
folders, assuming it exists.
Any settings I need to alter? Thanks.
