I assume you either have your keyboard set to words or off. If you want to hear each character as you type here's what to do.
1. Open the start menu.
2. Open the WE control panel.
3. Go to: Association, Current association.
Tab down to the edit box where it says: Explorer. set. change it to StartMenu.set or whatever you wish to name it. Tab down to the Association combo-box and cursor up to where it says: Start by: Title - startMenu.
Tab down again to the Save and Associate button and hit enter.
This will create the new set file and associate it with the start menu.
4. Without leaving the control panel set your keyboard voice to program and then change it to: On with characters. Now hit Control-S to save and you should hear what you type in the edit box only within the start menu.

My Start menu search seems to be responsive enough. The only thing I
would ask would be that the typed information in the edit box would
speak. I know I can do ctrl-numpad5, but if I should type something
incorrectly, it is difficult to cycle back to the edit box to make
corrections. Thank you.
