Using latest Thunderbird, beta 2 W7 32.
Never experienced Thunderbird not reading out the subject but have
experienced Tbird stop working and the beta going silent. This requires
a shutdown of Tbird and a bit of moving the mouse around to get speech
again.
This has only started recently so don't know whether it is the latest
Tbird or the beta or a combination of both.

I don't know, thunderbird does the same thing though, not every time,
but quite a bit. so it's maybe something with the osm and the api of
mail clients in general? just a guess.
