This is a common occurrence with WE 7.5.4.1 and Outlook 2003. WE likes to slip into browse mode every now and then. I don't know what triggers that behaviour, however I do know if I insert a link it will go into browse mode when the insert hyper link dialogue pops up.
It seems like the best solution is to change format from HTML to something like rich text.
