Hi. This has also been happening to me since version 7.1. If the speech doesn't come back, you don't have to restart, though, at least not usually. Just log out and WE will start talking again at the logon screen assuming you have it set to speak before login. You cannot use the Win key L logoff command. You need to do it via the start menu, a few presses to the right and then press l. It works for me nearly 90% of the time and is much faster than restarting.
