right, the problem goes away when I turn off apps.
Here are my apps

app get
append to clip board
auto complete
cap beeper
capture screen
convert units
custom system restore
duxbury
easy CD DA extracter enhanced
gw toolkit
homer sharedobject
hotspot
ie enhance
install packages
LVNav
MS access
nero express
office enhance
Polyglot
product search
progress indicator
proof reading
quick start wizard
read to me
RodSymbolInserter
Roman Numerals
smile
speaking web page title
TB enhance
time and date
(which was the problem app)
virtual view
voice rotor
WE diag
weather or not
WE update
winamp
windows live mail
windows annoyances
word accent
word navigation
WSR

So now you all know my apps, and I found the culprit, "time and date," has it's orn hot key which was not changed by modifying only the *.set file.

Curtis,

Does the problem continue if you disable apps? If not, what other apps do you have installed?

I can get f12 to time and date, but insert-t still does time and date.

did you check the time and date again in the hot key list after the
insert key layout was un installed? the changes you make now should
really be saved. i changed that hot key to f12 and it saved andworked
fine.

I uninstalled the insert layout script, unloaded window-eyes,
re-loaded window-eyes,
and still insert T gives time and date when I wanted f12 for that, and
insert T to focus title.

you can make changes and save the set file but when you go back to the
hot keys you change they will be back the way theyy were before any
changes were made.

Subject: hot keys?

I changed my "time of day" key from insert T to f12 since I wanted
insert t for something else.
Why is it then that when I press insert T that time and date are
still spoken? I set the f12 key to global and my other setting
"focus title" to insert and yet? time and date spoken.
thanks!
