My vocalizer voices don't have this problem.  I use XP and W.E. 8.0

  This is an issue with vocalizer period.  It happens on the IPhone as well.  
The word purchases becomes purcases.  The word ottawa becomes otowa emphasis on 
the tow.  It's not the worst voices I've ever heard.  Pico is the absolute 
worst, but I'd much rather have espeak than vocalizer.  In it's class, 
vocalizer is one of the cheapest doggiest synths ever.
