when this comes up try to find the pop up and right click on it.
it may or may not be the same tool bar i had. when i opened the context menu
on it i had the option to uninstall the tool bar. it was telling me to
update my browser for both firefox and i e 8 until i uninstalled it last
year. it has not come back so far.
people with xp were getting this message, telling them to upgrade to i e 10.
even though i e 8 is the last upgrade you could get for xp.

When I access some web sites, I am asked to update my browser and am told
I’m using IE 7 when I am using IE 10. When I access the home page for
Johnson County Library, this doesn’t happen. However, after clicking on
“My Library,†I am placed into the Log-In page and I get the meswsage.
