Control-Insert-T speaks the last tool-tip.
Hit Numpad Insert-plus twice to route the mouse to the tool-tip. then hit Numpad-slash to left click on the tool-tip and activate it.

reason.  This same external drive works fine on another Windows 7 64 bit
computer I have.  I am guessing that there is some software which the first
computer does not have installed for this drive.  Anyhow, my real issue is
how to get this tip to lead me to the right answer, or whatever will work to
resolve this so that the external drive is recognized.
