First, ensure the People Pane is disabled. To do this, go to your Inbox
and press Alt-V, P, P, O. Next, you might be running an out-of-date copy
of the Outlook Enhanced app. I'd recommend going into the Window-Eyes
Add or Remove Apps dialog and installing any updates you find there.

I am using MS Outlook 2010 at home and work. My work email and We
runs perfectly. My home email does not. When Outlook opens, WE reads
the list of messages in the IN box. When I select a message and open
it, WE says 'There are no items in the list to view ', and cannot use
the arrow keys to move through the message. I can use the mouse keys
and move into the message then left click. I then can use all
navigation keys. I am experiencing this same problem when composing a
new email. I am unable to write in any of the fields without first
clicking in the message body to get use of the tab key. I have the
Outlook Enhanced app installed and checked for updates. I have
uninstalled the Outlook Enhanced App and the arrow keys work
normally. When the app is re-installed, it returns back to the above
issue. I have changed my Outlook view to text and then back to html.
Are there any settings that I need to adjust? I have tried to
compare my work pc with home, but don't find any differences. I am
using Win-Eyes 8.2 with Windows 7 on both computers.
