The Window-Eyes startup options are in the control panel tree view. Go
to General, expand it with right arrow, and either cursor down to
Startup options or just hit the letter S to jump there.
Tab down to hear the global startup options, and again to change them.
If those aren't on tab down again to After logging in. Set that to Run
Window-Eyes never, if that's what you want.
Then Control-S to save your settings.
