Ok. Here's what's happening. Monday I upgraded my desktop pc running Windows 8 to 8.1 and am running Window-eyes 8.3. Somehow my Windows 8.1 was set to a Microsoft account which required a log on password. I didn't want a password because my laptop running Windows 7 64 bit isn't set up that way. I was out of town until Thursday night. I tried a password I remembered earlier today and got logged into Windows 8.1 and Window-eyes 8.3 using narrator. With the help of Microsoft's accessibility hotline I was able to have Windows 8.1 set to a local account without needing a reset of Windows 8.1. Now, however, when I open my users folder, I can navigate by first letter navigation, but pressing the up or down arrow keys won't read the list of items in the folder. Nor can I use the up or down arrow keys on the desktop to read the items, thus, for example, I cannot read the options to shut down, restart, sleep, etc. Sometimes the numbpad keys work in c-cleaner to check for updates and sometimes they don't.
