Window-Eyes has had this precise ability for a very long time. In
Devices -> Synthesizers, note the check box which says, "Remember the
Speech Settings for This Synthesizer When Switching." If checked,
Window-Eyes will remember your chosen synthesizer's rate, tone, pitch,
and volume when you change to another device. if you cycle through
voices frequently, the Voice Rotor app (included with Window-Eyes) also
provides an option to do this.

This isn't a priority, but a nice to have. If the speech settings were tied to
the chosen synthesizer that would be a good thing. Why you ask?
For example: when using the eSpeak voices there are some of the tones that make
them quite acceptable. When changing back, then I find myself going into the
settings to change the things like pitch, rate etc.
Also when working with multiple languages my prowess with languages other than
English isn't quite the same. When a web site or HTML email messages changes to
another language, often it is too fast for me to understand, since I work
mostly in English. If I could set the rate for each synthesizer/voice/language
things would be more comfortable.
If there is a way to do this already, I have not been successful in stumbling
across it.
