In my Windows8.1 install, there was a setting to enable/disable intel graphics hotkeys. I found it by accident when I disacoveredagain that the Window-aeyes hot keys that you describe would not function. I have found over the years that in most instances, a similar setting will exist off control panel, v display, video drivers etc.
