I am running the WLM 1.28 script, as well as the set file. For me,
ctrl-shift-V works to select a mail folder to move a message to, and ctrl-Y
can be used to switch to a different folder.
Typing the first letter or two of a folder name selects that folder, but you
have to be careful because this search only runs down the tree, starting at
your primary mailbox. I have to use the ribbon for some things, and used to
use Alt-O I M, but this is no longer necessary. WLM 2011, Windows 7 64-bit,
Window-Eyes 8.4.

You can move message from your inbox to another folder by pressing
alt-o then i then m. You will then be able to use the up and down
arrows to highlight the folder that you want to move the message to,
