Hi Gerardo,

Well, you will have to embark upon becoming an advanced user in order to
create a unique set file for your program.
First, you have to ensure that Show advanced options is checked in the
Help menu.
This will make the Association node visible in the tree view, down near
the bottom of the tree.
If you expand that node, you will reveal two nodes, Current association
and Program information.
You need to highlight Current association, tab once and you'll be in an
edit box labelled Set file.
More than likely, default.set will be in that edit box.
So, you would type in mp3gain.set, tab to the Save and associate button,
press Enter, and now you've created a unique set file for that program
and associated it with that program.
Now you can modify the settings in this set file, change the Scope for
any setting which you want to be unique to the mp3gain program, and the
settings will stick.
Note, at any time in the future, before you change any setting, always
use Control-Shift-T to read the title bar.  This will tell you what set
file you are working with, and it will prevent you from causing yourself
problems by changing the settings in the wrong set file
Also, keep in mind that set files are loaded automatically when programs
start up; also, set files which are associated with programs become
active when the programs they are associated with come to the
foreground; therefore, if you want to work with a set file associated
with a particular program, first put the program in the foreground, and
then press Control-backslash to activate the Window-Eyes control panel.
This way, Window-Eyes is giving you automatic access to the set file you
want to work with.

However when I exit out of MP3 Gain, it reverts back to speaking Control+f and 
other keystrokes!
