Hi Tom,
I would think that WE8.4 would do better with windows 7 64 bit platform.
I think the issue that will determine which you would do better with has to do with your equipment. If you have a device that does not have 64 bit drivers, than you'd be better off with a 32 bit platform if you are not willing to buy a 64 bit device.
