I am sorry you had difficulty accessing the webpage. I just tested the page using Window-Eyes 8.4 on my Windows 8.1 PC with Internet Explorer 11. I have suspend page refreshes set to Always in the Window-Eyes Control Panel (Settings, Verbosity, Browse Mode, Miscellaneous) and didn't experience the issues you reported. I was able to read through the content of the press release without the page reloading.
