Although I couldn't find the exact wording you mentioned in the latest
TBird version, but by unchecking all items in the two tabs you mentioned
and pressing enter on "reset training data",the annoying announcements
seemed to have gone.

In Thunderbird, go to tools, options, security and you'll find three
items. Under junk, uncheck junk training. Under the spam item uncheck
the notify me of spam option. and go to OK and your done.
Another thing that I noticed is that if you go to options, advanced and
then general, turn off windows search and indexing of messages,
Thunderbird works much better and doesn't hang when deleting messages
any more..
